Monitoring Evaluation and Learning Manager

The Hague Institute for Innovation of Law (HiiL) is an organisation dedicated to ensuring justice is accessible, affordable and easy to understand. We co-developed a new way of working called people-centred justice programming. This means building justice systems that are built around the needs of people. Those needs include safe and stable societies where economic prosperity, innovation and entrepreneurship can thrive. We operate in multiple countries. Our current programmes are active in Nigeria, Ethiopia, Tunisia, Niger and Burkina Faso. 

As many of our innovative projects move from theory to scaled implementation, we are looking for a seasoned Monitoring Evaluation and Learning (MEL) Manager to take our outcome and impact monitoring to the next level. 

This role combines technical expertise with leadership, requiring direct involvement in analysis and monitoring, while also guiding and mentoring a small team to deliver impactful results. The MEL Manager reports to the COO. The team currently consists of the manager, an experienced MEL Officer and country MEL contributors. The ideal candidate will help further strengthen a rigorous MEL process and culture within HiiL.

Key responsibilities:

Strategy execution, monitoring and impact measurement

  • Lead and improve MEL frameworks across HiiL’s programmes, generating insights and monitoring reports to track progress toward our impact goals.
  • Contribute to strategy, planning, KPI development, donor and annual reporting, and represent HiiL externally on MEL matters with donors and other stakeholders.
  • Coordinate internal and external evaluations, ensuring findings are shared and used to strengthen programming and impact.
  • Support grant proposals and project design, including theories of change, logframes, and data collection strategies.

Learning culture

  • Drive learning by extracting evidence from projects and evaluations, identifying best practices, and sharing lessons across HiiL.
  • Organise internal and external learning events, including Learning Days, to promote data-driven and evidence-based collaboration.
  • Stay current with MEL trends and foster a culture of continuous improvement and open communication across teams.

Leadership

  • Lead and support the MEL team with clear goals, coaching, and a focus on collaboration and high performance.
  • Ensure strong planning, capacity, and stakeholder alignment to embed MEL across HiiL’s programmes and strategy.

What we look for in our new colleague:

  • Relevant Education: Bachelor's or Master's degree in a related field like Monitoring & Evaluation, Statistics, Development studies, Economics, or Law.
  • Experience: 5-7 years of experience in Monitoring and Evaluation, including team leadership.
  • Sector Experience: Experience working in support of grants from the EU, Dutch Ministry of Foreign Affairs or philanthropic organisations. Familiarity with international development, justice and human rights is considered a plus.
  • MEL Expertise: Ability to design and use monitoring, evaluation and learning tools to measure results and sustainability.
  • Stakeholder Skills: Strong communication and collaboration skills with donors and diverse groups of high-level stakeholders.
  • Analytical and Communication Skills: Ability to analyze data, create insights, and communicate them effectively. And the IT-tech savviness to work with digital tools for data collection, analysis, and visualization (e.g., Excel, Power BI, or similar platforms)
  • Innovation Skills: Ability to adapt to complexity, think creatively and facilitate change.
  • Valid Work Permit: Must have EU citizenship or a valid Dutch work permit.

What we offer:

  • Starting date: As soon as possible
  • We offer a position for an initial period of 12 months with the aim of building a long-term work relationship
  • A monthly salary for a full-time (40h) working week between € 5.200,- and € 6.500,- based on relevant experience and seniority.
