HiiL, a social enterprise that works to enhance access to justice through innovation, is looking for a seasoned Monitoring Evaluation and Learning (MEL) Lead.
The MEL function was introduced in 2019 and has been gradually integrated in HiiL’s internal and external processes. The MEL Lead is responsible for overall development, coordination and quality control for results-based monitoring, evaluation, learning, and practice within the organization. The MEL Lead plays a pivotal role in setting the strategic direction of the HiiL MEL Practice, establishing necessary systems, processes, and procedures, and building required capacity to drive critical activities in programme delivery.
This role is seen as key for ensuring appropriate MEL processes for innovative approaches of HiiL products and services, as well as supporting a results based management system. The MEL Lead is reporting to the COO and works closely together with other members of the Management Team, HiiL staff and external stakeholders. The candidate we are looking for will help further strengthen a rigorous MEL culture within HiiL.
The key responsibilities:
HiiL Strategy and Results Based Management
- Lead the improvement of the HiiL Results-based Management System, that closely tracks, evaluates, and reports on the implementation of the HiiL strategy.
- Lead the development, implementation and maintenance of a functioning monitoring, evaluation and reporting framework, which will be coherent with the HiiL strategy and will generate data that allows for project analysis in timely, regular and structured monitoring reports.
- Contribute to HiiL strategy development and annual planning, and responsible for developing strategy level key result indicators and KPIs, quarterly strategy analysis, and annual strategy review;
- Advise, support and build capacity of management and other stakeholders on M&E systems.
- Represent HiiL to donors and relevant forums when it comes to MEL.
HiiL Programmes/Projects MEL
- Participate in project design and proposal design processes (logframe development, quality control over results and Theory of Change where relevant).
- Lead and/or co-ordinate the programme/project evaluations - organize, manage and disseminate findings of evaluations, and facilitate communication surrounding the project achievements with stakeholders;
- Support proposals and project agreements with expertise and through leadership to establish adequate M&E (MEL matrices/frameworks, data collection tools and techniques) for projects.
- Organise, manage and disseminate findings of external evaluations.
- Monitor the quality, reliability and relevance of data collected to ascertain the outcomes and sustainability of our programmes and projects;
- Support in the development of KPIs and reporting.
HiiL Learning Culture
- Take a lead role in extracting and consolidating evidence from evaluations, products and projects to identify best practices, in line with the relevant review rhythms and the setting up relevant learning moments, to build an understanding of HiiL results;
- Responsible for organization of the HiiL Learning Days annually and ensuring that data driven, evidence focused learning takes place;
- Contribute to knowledge sharing and lessons learnt of best practices within HiiL, and thereby contribute to HiiL methods and ways of working.
- Keep up-to-date with emerging and trending best practices in processes and tools for M&E, including evaluations of similar programmes.
- Foster teamwork and communication within MEL Practice and with other HiiL teams.
Our new colleague:
- Has a Bachelor or Master’s degree in a relevant field (e.g. Monitoring & Evaluation, Statistics, Evaluation, Project Management, Social Science, Management Information Systems, Public Administration, Business Administration, Development Studies, Economics or another relevant discipline);
- Has 5-7 years experience in the field of Monitoring Evaluation & Learning;
- Prior experience working with donors or multi-donor funds is desirable;
- Excellent ability to think both strategically and operationally around the introduction and implementation of appropriate tools, processes and strategies;
- Excellent ability to identify capacity building opportunities and lead trainings and capacity building workshops;
- Knowledge of common database or statistical packages or programmatic tools such as IATI is required;
- Strong understanding of international development issues related to justice, human rights or international law;
- Strong project management skills;
- Is a creative, innovative thinker with demonstrated openness to change and ability to manage complexities;
- Experience in managing or conducting project evaluations;
- Excellent oral and written command of English, working knowledge of French is a major plus.

What else:
- Starting date: 1 November 2022.
- We offer a position for an initial period of 12 months with the aim of building a long-term work relationship.
- A monthly salary for a full-time (40h) working week between € 4.600,- / € 5.800,- based on relevant experience and seniority.
- More than 8 weeks of holidays when working full time.
- Holding EU-citizenship or NL working permit.
