People-Centered Justice Advisor | Consultancy | Colombia

The Hague Institute for Innovation of Law (HiiL), a civil society organisation dedicated to people-centred justice and SDG 16.3, is looking for a People-Centered Justice (PCJ) Advisor, preferably based in Bogota/Colombia. 

As a PCJ Advisor, you will support the implementation of quantitative data-related research projects in the field of justice, develop justice innovations, and strengthen capacity in the justice sector of Colombia via innovation centered on people and their experiences. 

HiiL is part of the Inclusive Justice programme. Inclusive Justice aims to increase Colombian’s confidence in Justice by reducing levels of impunity, increasing access to quality justice, and promoting respect for the rule of law. The Activity will pursue this goal through a focus on three objectives:

Objective 1: Contribute to reducing impunity by supporting improvements in the use of justice sector tools for the investigation, prosecution, and resolution of high-impact crimes.

Objective 2: Strengthen conflict resolution amongst communities and local justice.

Objective 3: Improve public trust in the rule of law.

To achieve these objectives, we take a people-centered justice approach in program design and implementation. Under this approach, justice system improvement is focused on being responsive to people’s justice needs, their experiences, and promoting citizen participation in the justice system and in a rule of law culture which enforces people’s rights. This approach strengthens justice systems by creating a cycle that will allow reducing impunity, exercising a culture of legality, and enforcing the rule of law over the medium term.

What are you going to do?

  • You coordinate the relationship between HiiL and the Colombian justice ecosystem in-country under direct supervision of the program director, and in collaboration with the specific product leads;
  • You become the contact point of the Justice Needs and Satisfaction (JNS) reference group (local experts who will advise on the adaptation of the JNS and e-JNS questionnaires, and participate in the respective Justice Data workshops and report launch events);
  • You conduct a process that will translate the people-centered justice data into an investment plan for a scalable justice innovation developed with local (and national) justice sector stakeholders, using the Justice Innovation Lab methodology;
  • You support the scoping and selection of the data collection company conducted by  the JNS data collection fieldwork;
  • You become the focal point in the country of the data collection processes;
  • You participate in the development of the surveys’ recruitment and/or sampling plan;
  • You co-conduct the JNS training of enumerators;
  • You conduct desk research on the state of access to justice and justice innovation  in Colombia;
  • You participate in the analysis and interpretation of the data reports.

Our new colleague :

  • Has a Masters degree (LLM, MA) or equivalent, in Law or any of the social sciences field;
  • Has five (5) years of relevant work experience in improving access to justice, either in a local or international research environment;
  • Has advanced knowledge of the Colombian justice ecosystem;
  • Has demonstrable experience in justice innovation or design thinking methodologies;
  • Has experience in stakeholder engagement;
  • Has strong communication skills;
  • Is results-oriented, strategic/analytical focus, socially strong and adaptable;
  • Has full professional proficiency in Spanish and English; verbally and written;
  • Have experience in and/or strong interest in working in an international environment;
  • Possess excellent interpersonal skills, is proactive and hands-on;
  • Is able to work under time pressure.

  • Starting date:  01 May 2023;
  • Full-time position;
  • We offer a service provider contract for an initial period of 12 months;
  • You are commissioned to work as a consultant with a competitive fee and expenses;
