Program Manager - Justice Innovation Labs 32 - 40 hrs/wk

HiiL, a social enterprise that works to enhance access to justice through innovation, is looking for a Program Manager - Justice Innovation Labs that works on developing scalable justice services in Justice Innovation Labs.

In this role you are responsible for designing and implementing Justice Innovation Labs. These labs consist of a structured series of creative sessions in which innovators, public sector, private sector and civil society organisations connect (online and offline) to design scalable services that improve access to justice across Africa, the Middle East but also in The Netherlands. The end result of a lab is a viable innovative project with commitments for implementation and funding. A realistic plan for practical impact!

The key responsibilities

  • Design and continuously improve the HiiL Justice Innovation Lab methodology to ensure high quality delivery. Focus on formats and tools that work well in an online, offline and mixed setting. 
  • Ensure up-to-date documentation on the methodology and documentation needed for the execution of each lab (e.g. implementation plan and documentation for participants).
  • Implement and facilitate the labs within HiiL projects. You are in the lead to provide a clear and effective process for all participants and the HiiL project team. You will work directly with the participants as the facilitator and have the responsibility  for high quality intermediate and end results. This includes developing the project proposal plan that results from the lab.
  • Manage the prototyping process of the concepts that emerge from the labs.
  • Set the criteria for the participants and work with regional team members in the selection process.
  • Set the criteria for the experts that participate in the lab and lead the selection process together with other HiiL team members (regional and in The Hague).
  • Connect with the Justice Transformation and Research & Development experts at HiiL to ensure optimal integration of expertise and knowledge into the methodology.
  • Connect with regional HiiL team members to ensure the methodology is optimally adapted to the local political, economic, and financial realities for each lab.
  • Monitor the implementation of the methodology and run the evaluation process to integrate lessons learned.
  • Bring in knowledge from successful innovation labs from the justice sector and other sectors.
  • Have a wide overview and understanding of the field of justice innovation and the solutions that are of interest to the labs. Up-to-date on the latest technology developments.

Our new colleague: 

  • Has a Master’s degree in a relevant field (e.g. law, politics, international relations, international development studies, economics, conflict studies)
  • Has 5+ years experience in leading, designing and implementing creative multi-stakeholder innovation processes for sustainable development themes (SDGs).
  • Has profound knowledge and/or working experience within emerging markets, preferably in Africa and the MENA region. 
  • Has political awareness, sensitivity, astuteness and discretion where needed.
  • Possesses solid organisational and communication skills. Understands well how group dynamics work and how to harness the power of the collective.
  • Has excellent analytical skills and is able to think, assess and analyse fast. Does not get lost in complexity.
  • Is strong in coordinating processes and holds an ability to manage a variety of tasks. 
  • Can easily combine strategic thinking with practical hands-on implementation.
  • Is tech-savvy and curious to explore new tools and technologies.
  • Is fluent in English, both verbal and in writing. Dutch, Arabic and French are strong assets.
  • Is impact driven, results oriented, a team player, independent, hands-on and holds a strong sense of responsibility.
  • Experience in or affinity with the justice sector and innovation in the justice sector is a strong asset.

  • We are offering a full-time position for 12 months with the aim of building a long-term working relationship.
  • You will become part of a dynamic and international team of 70+ professionals.
  • A monthly salary for a full-time working week between €4.000,- / €5.000,- based on relevant experience.
  • The position is based in The Hague / The Netherlands. Holding EU-citizenship or NL working permit is required.
