French speaking Research and Policy Officer | The Hague, The Netherlands | full time

HiiL, a social enterprise that works to enhance access to justice through innovation, is looking for a Research and Policy Officer for the Justice Research and Development team. This team generates quantitative and qualitative data and know-how on how people experience and resolve justice problems. HiiL operates internationally, with a focus on the Sahel, Horn of Africa, and the MENA region.

As our Research and Policy Officer you will conduct quantitative and qualitative research on access to justice and people-centered solutions. You will translate research findings in actionable recommendations that are relevant to policy makers, practitioners, and other stakeholders. 

The flagship product of the Justice Research and Development Team is the Justice Needs and Satisfaction Survey (JNS), a large-scale quantitative survey measuring everyday legal problems and the strategies people use to resolve these problems. In 2021, we conduct JNS surveys in Burkina Faso, Niger, and South Sudan.

The team is looking for an ambitious and creative researcher, who is fluent in French, to contribute to these surveys and other research projects.

In this position:

  • You will contribute to all stages of HiiL’s research projects from beginning to end. This means you design research instruments, monitor data collection, analyse the results and present findings to clients in an appealing and user-friendly way.
  • Concretely, you will design data collection tools, in liaison with local stakeholders to ensure relevance and applicability;
  • Collect and analyse quantitative and qualitative data related to access to justice in the countries where HiiL works;
  • Write reports and other products that present data in an attractive and innovative way that meets the requirements of donors and clients;
  • Translate research findings into relevant and actionable recommendations, making a tangible impact on the ground;
  • Liaise with current and potential clients, partners, donors and funders.
  • You are experienced in carrying out research projects and you are comfortable in engaging in dialogues with stakeholders, enabling them to act on the basis of data and evidence.

Our new colleague:

  • Holds a Master’s degree in a relevant social science field.
  • Has two to five years of relevant research experience in a similar position, preferably in an international, non-profit environment.
  • Has advanced knowledge of both quantitative and qualitative research methodologies.
  • Is proficient with data collection and analysis software, especially ODK/SurveyCTO and Stata/SPSS. Experience with Stata and the Stata scripting language is an advantage.
  • Is familiar with business analytics packages, such as Microsoft PowerBI, Tableau or Qlikview.
  • Has experience in the production of professional/academic standard research reports and other dissemination products.
  • Has strong data visualisation and writing skills; knows how to produce different types of attractive and innovative research products.
  • Is result-oriented, has a strategic/analytical focus, and is socially strong and adaptable.
  • Is driven and a self-starter, but enjoys working in project teams.
  • Has full professional proficiency in French and English; verbally and written. Knowledge of Dutch and/or Arabic is an extra asset.
  • Is able to work under time pressure.

  • Starting date: 1 July 2021
  • We offer a full time position for an initial period of 6 months with the aim of building a long-term work relationship
  • Holding EU-citizenship or NL working permit.
  • A monthly salary for a full-time working week between € 2.400,- / € 3.500,- based on relevant experience.
