Our Programmes department is looking for an experienced Senior Programme Manager on a subcontractor or Employer of Record basis. HiiL works mostly across Africa and the Middle East.

The Senior Programme Manager KENU will work under the direct supervision of the Chief Operating Officer who is based in the Netherlands.

In this position you:

  • Are able to develop and monitor clear and effective country programme strategies and set quarterly priorities for the team that supports the realisation of HiiL’s mission;
  • Ensure smooth and timely implementation of country programme strategies, annual work plan according to approved budgets and manages high quality delivery of services;
  • Understand and stay current with the political situation in programmes he/she runs, and is able to navigate developments to ensure HiiL has the buy-in for the realisation of the programmes;
  • Are able to build effective partnerships so that HiiL only implements where it has a comparative advantage;
  • Maintain a high quality team with the required competencies needed to ensure that the country programme(s) is constantly developing and anticipating trends, needs, opportunities and threats;
  • Manage performance of staff on high quality outputs and fosters professional and personal development in line with the team’s strategic goals. You regularly hold (team and individual) meetings with staff members to monitor work progress and wellbeing;
  • Lead external profiling and representation of the Programme in countries / regions;
  • Manage relations with external stakeholders (government, institutions, donor, partners) with tact and care in order to safeguard HilL’s successful execution of projects and future funding possibilities;
  • Coordinate periodic audits & evaluations to assess the impact of the department and mitigate risks with the MEL Lead.

Our new colleague:

  • Has a Master’s degree or equivalent in Law, International Development, Political Science,
  • International Relations, Anthropology or related field;
  • Minimum six years of progressively responsible programme management experience;
  • Has prior experience working on donor-funded international development programmes preferably gained in the Justice Sector;
  • Has experience managing budgets, finances, and forecasting;
  • Has experience of working in political environments, with political actors and with professional groups and can adapt and work with terminology and conceptual frameworks across different disciplines;
  • Has direct operational experience from working in Anglophone Africa;
  • Has excellent leadership, strategic and analytical skills; is an excellent communicator;
  • Has a high aptitude for identifying, establishing and maintaining relationships with key stakeholders;
  • Is able to undertake duty travel to join country-based teams and stakeholders;
  • Is fluent in English, both oral and written; French and/or Arabic as a second language(s) would be an advantage.

  • We offer a full-time position for an initial period of 12 months with the aim of building a long-term work relationship
  • A considerate monthly fee for a full-time working week based on relevant experience. A labor contract with an Employer of Record in the country of residence will become an option in the near future.
